EAH Housing and St. Joseph Center to operate new project in South L.A.

A new development serving low-income and unhoused Angelenos is coming to a site at 4507 S. Main Street in South Los Angeles.

EAH Housing, along with non-profit service provider St. Joseph Center, has announced plans for a new mixed-use supportive housing complex at 4507 S. Main Street in the South Park neighborhood. Plans call for the construction of a new four-story building which will feature 61 residential units, approximately 700 square feet of ground-floor commercial space, and parking for six vehicles.

The GGA-designed project, which has been allocated Measure HHH funding, will include 31 units for unhoused and chronically homeless individuals and 30 units for low-income persons.

Per an October 2021 staff report considered by the California Tax Credit Allocation Committee, the mix of studio, one-, and two-bedroom dwellings will cater to households earning 30 and 60 percent of the area median income level. Rents will range from $621 to $1,596 per month.

The total budget of 4507 Main is estimated at $32.6 million, or just under $535,000 per unit.

Construction is on pace for completion in late 2023, per a representative of EAH Housing.

While EAH Housing will manage and development the project, St. Joseph Center will offer supportive and intensive case management services for resident, including medical and psychological case management, nutritional and food counseling, job training and placement, financial education and money management, and public benefit advocacy for programs such as Social Security, General Assistance, and CalFresh.

“The California Housing Partnership estimates that Los Angeles County needs an additional 568,000 affordable housing units to meet the demand of its lowest-income renters,” said EAH Housing president and chief executive officer Laura Hall in a statement. “To help bridge this gap, 4507 Main Street will create quality housing opportunities for those experiencing homelessness or financial strain. We are thrilled to work alongside St. Joseph Center to bring this project to life in support of the surrounding community.”
