EAH Housing Kicks Off Multi-Phase Affordable Housing Project, Extends Mission of Serving Senior and Special Needs Communities

The latest EAH Housing project in Richmond, CA, Phase I of Nevin Plaza will include the renovation of the existing seven-story affordable housing community

RICHMOND, Calif. (May 22, 2023)  — EAH Housing, one of the largest and most respected nonprofit housing development and management organizations in the western United States, today announced the start of its two-phase affordable housing project – Nevin Plaza. Located in Richmond, Calif., at 2400 Nevin Ave., the former public housing property will cater to seniors and people with disabilities. Phase I, set to complete in late 2024, will focus on rehabilitating the existing seven-story building, including 138 units, with designs and interiors led by HKIT Architects. The project has received funding from the U.S. Department of Housing and Urban Development (HUD) through the  Section 8 Project-Based Voucher (PBV) Program, and also includes $3.5 million in direct support from the City of Richmond. Following the completion of Phase I, the second phase will include a newly constructed building with units for low income seniors.

“This project is the latest example of the EAH Housing team’s unwavering dedication to building housing that supports the well-being of those individuals and groups who are too often overlooked,” said Laura Hall, President and CEO of EAH Housing. “With the Phase I renovation of Nevin Plaza, we are not simply upgrading the building’s physical infrastructure and interior design – we are creating a community where everyone, regardless of their socioeconomic background, can lead safe, healthy, and prosperous lives.”

As part of this initial phase, the EAH team is set to address significant structural and building envelope concerns. Additional interior upgrades include new windows, refurbished mechanical and plumbing systems, and the upgrading of all units – including new finishes, kitchens, and bathrooms. The development team will follow a similarly thorough approach to the community amenities, incorporating entertainment and gathering areas like a community room and outdoor courtyard, as well as necessities like a fully equipped laundry room and property management office. Public transportation and city agencies are within walking distance and a full-time resource coordinator will be available for residents who need guidance and counseling.

The Nevin Plaza renovation and upgrade is a testament to the City’s, Richmond Housing Authority and EAH Housing’s commitment to improving the lives of Richmond Residents,” said Shasa Curl, City Manager, City of Richmond. “This residential development is directly addressing the affordable housing deficit in our region and state, by preserving and upgrading affordable housing, which will provide homes and services specifically tailored for seniors and persons with disabilities.”

As a way to provide additional value to residents, and the surrounding community, EAH will integrate several pieces of art into the building’s exterior. SLATE Art Consulting has been engaged by EAH Housing to develop these public art installations.
